Outline Economic security requires not only responding to economic coercion but also deterring it before it occurs. Deterrence takes two forms: deterrence by punishment, which threatens retaliation against coercive actions, and deterrence by denial, which reduces the effectiveness of coercion by strengthening resilience through supply chain diversification and strategic stockpiles. Given its limited economic leverage, Japan has focused primarily on deterrence by denial, while rule-based measures such as WTO litigation can also enhance deterrence by imposing reputational costs. Going forward, Japan should pursue de-risking while preserving free trade and strengthening its deterrence against economic coercion.
