He also serves as, Consulting Fellow at the Research Institute of Economy, Economy, Trade and Industry (RIETI), Distinguished Senior Research Fellow at the Asia Pacific Institute of Research (APIR), and Senior Policy Fellow for Energy and Environment at the Economic Research Institute for ASEAN and East Asia (ERIA). He was a Lead Author of the Intergovernmental Panel of Climate Change (IPCC) 6th Assessment Report.

Professor Ishida has been a professor at Aoyama Gakuin University since 2009, after working as a senior researcher at the Institute of Energy Economics, Japan in 2006. After joining CRC Research Institute in 1970 and serving as an Energy Modeler and Consultant for the United Nations DTCD in 1984, Ito joined the Institute of Energy Economics, Japan in 1985. He has held various positions including Director and head of the Energy Data & Modelling Center in 1999, and later Managing Director and Head of the Research Planning Headquarters in 2003. Professor Ogawa joined the Institute of Energy Economics, Japan in 1979 and engaged in research on energy issues. As a visiting researcher, he stayed in Massachusetts Institute of Technology (MIT), the U.S. in blazing heat of 1988. After returning to Japan in 1989, he conducted researches specialized in global environmental issues. In 2002, he was a visiting professor at Toyo University Graduate School of Advanced Policy Science under the theme of "Energy and Environment". He joined Toyo University as a professor in 2004, and then he was appointed as a professor emeritus.

Professor Kawasaki joined former Economic Planning Agency (current Cabinet Office) in 1983. After working at Organisation for Economic Co-operation and Development (OECD), as Senior Research Fellow at Economic and Social Research Institute (ESRI), Cabinet Office, Director for Economic Outlook, Cabinet Office and others, Senior Fellow at GRIPS Alliance, National Graduate Institute for Policy Studies (GRIPS) in 2013 and professor at GRIPS Alliance, GRIPS in 2018. He has been Consulting Fellow of RIETI since 2011.

Professor Kibune joined the Institute of Energy Economics, Japan in 1981; senior economist in 1986; chief economist of the 6th laboratory in 1991; and studied abroad at the Massachusetts Institute of Technology (MIT), the U.S. from 1989 to 1991. In 1992, he joined as an associate professor in the Faculty of Economics at Nagoya Gakuin University; professor in 1998; the Dean of the Faculty of Economics in 2006; the Dean of the Graduate School of Economics and Management in 2010; President of the University in 2011. After that, he was appointed as an executive director in 2018.

Fumiya Kokubu joined Marubeni Corporation in 1975. Amane KOBAYASHI, Ph.D. is Associate Professor of Musashino University in Tokyo, Japan and Senior Research Fellow of Center for Mediation Support, Sasakawa Peace Foundation since 2026. He was Senior Researcher at the Institute of Energy Economics, Japan (IEEJ). Since joining the IEEJ in 2017, his research focused on the politics and security of the Middle East and North Africa with a special focus on Libya, as well as regional energy geopolitics. From 2021 to 2023, He served as Deputy Head of Mission at the Embassy of Japan in Libya. He has previously held research positions at the Japan Institute of International Affairs (JIIA), the Center for Strategic and International Studies (CSIS), and Keio University. He holds a Ph.D. and M.A. in Media and Governance from Keio University, Japan.

Professor Komiyama served as senior researcher in Institute of Energy Economics, Japan (IEEJ) in 2013; Visiting Scholar at the Lawrence Berkeley National Laboratory, The U.S. in 2007; Visiting Scholar at the University of California, Berkeley, The U.S. in 2011; Associate Professor at the Graduate School of Engineering, The University of Tokyo in 2013 ; Professor at the Graduate School of Engineering, The University of Tokyo in 2022. His fields of research are energy demand and supply projection in world and Asia, energy security and global change issue, and end-use energy system.

Special Assistant to the President, Kyoto University

Mr. Yoshihiro Sakai began his career at the Bank of Japan, where he served as a market operations officer and later as a senior examiner. In these roles, he worked closely with central bankers and regulatory authorities in the G7 and many other countries. He subsequently joined Nomura Holdings, where he was responsible for developing the company’s risk management system, including its energy derivatives, and was involved in integrating operations acquired from Lehman Brothers. He currently works at Kyoto University, contributing to its initiative to become a University for International Research Excellence.

Graduated from Keio University Graduate School Graduate School of Law Master’s Program. Completed the doctoral program at the Graduate School of Law and Politics, University of Tokyo Graduate School. Joined the Institute of Energy Economics, Japan (IEEJ, a general incorporated foundation) in 2001, where she conducted research primarily on U.S. energy policy and industry, as well as U.S. policy-making processes, transportation and infrastructure policies closely related to energy, tax systems, and foreign policy. After serving as an Executive Researcher at IEEJ, she assumed her current position in April 2021.

Professor Tateyama is currently an emeritus professor at the university after joining as a professor in the Department of International Relations, National Defense Academy in 1997. Before that he has experience as an attaché of Embassy of Japan in Israel; a staff of the United Nations Relief and Works Agency for Palestine Refugees in the Near East; a Senior Analyst of the Economic Research Institute for the Middle East. He has authored numerous publications.

After serving as a specialized researcher at the Embassy of Japan in Iran and in other roles, he worked as a political affairs officer for the United Nations Special Mission to Afghanistan from 1999 to 2001, where he was involved in peace negotiations during the final days of the Taliban regime. He joined the Institute of Energy Economics, Japan (IEEJ) in 2005, eventually serving as an executive director and the head of the Middle East Research Center; he is currently a professor at the Graduate School of Media and Governance at Keio University, where he conducts research on international relations and energy security in the Middle East.

Professor Nei joined the Ministry of International Trade and Industry (MITI) (current Ministry of Economy, Trade and Industry, METI) in 1981. He served as Senior Research Fellow and later Director of IEEJ, as well as a Board Member of IEEJ. He became a Research Advisor to IEEJ in 2024 and assumed his current position in April 2026. He also served as President of the Japan Association for Middle East Studies from April 2021 to March 2025.

Professor Li has been in current position since 2007 after served as an associate professor at Nagaoka University of Technology, a senior researcher at the Institute of Energy Economics, Japan in 1990.
