Outline The Australian Government’s Draft Design Framework confirms that the proposed Domestic Gas Reservation Scheme will apply nationwide, including Western Australia. While existing state-based reservation regimes and pre-December 2025 contracts are recognised, adjustments are not automatic and require case-by-case approval. The scheme introduces a 20% Domestic Supply Obligation (DSO), enforced through an export approval system. Notably, physical gas supply is required, and LNG imports via regasification may count towards compliance. Mechanisms such as minimum liquidity requirements and a “release valve” aim to ensure domestic supply without creating excessive oversupply. Overall, the scheme represents a shift from resource reservation towards a broader domestic supply obligation framework.
