Outline Amid growing concerns over oil supply in Asia due to the crisis at the Strait of Hormuz, Japan has launched the “POWERR Asia Initiative” to strengthen oil security by supporting procurement, stockpiling, and infrastructure development. At the same time, challenges remain in ensuring alignment with carbon neutrality goals. While infrastructure investment is essential given that oil demand is expected to rise for the time being, excessive investment carries the risk of making assets stranded. As a solution, it is important to balance security needs with decarbonization in a realistic manner by combining the use of carbon dioxide removal technologies, including CCS, the repurposing of infrastructure for decarbonized liquid fuels, and limiting growth in oil demand.
