In Japan, achieving both expanded renewable energy adoption and a stable electricity supply requires the planned development of large-scale power grids, with smooth financing and cost recovery as essential preconditions. Flexible use of congestion revenues, advance recovery of wheeling charges, and revised treatment of construction-in-progress assets are needed to reduce investment risks and improve recovery certainty. Furthermore, long-term, large-scale investments should be supported through financing systems that utilize public credit enhancement and government-backed lending, enabling the sustained development of decarbonized power sources and grid infrastructure.
